Your telegram of 7th September. Referring to

Arnhold Karberg's waste silk and pierced cocoens. The

position which I took up was that I had no power to

license the necessary acts outside the Colony without

authority of His Majesty's Goverment. The cargo appears

to be on any property in part at least en account of the

share of the German partner Lieb at Shanghai. As laid down

in your telegram of 22nd March enemy cargo must be for-

warded te a British Port and in any case your telegram of

10th June referring to allled banks applied only to cargo

fer Hongkong as it was in answer to my telegram of 10th

May. The liquidators were advised to apply in London. On

the 5th August I gave them whatever permission was necès-

sary as a winding wp direction. In interests of non-enemy

creditors it is very desirable that if possible permission

should be given to forward this oargo as the winding up

will result in a deficit. The liquidators report 268 bales

pierced ecccens and not 228.
